i think under "forum/thread tools" is "Subscribe to this Forum/Thread" ...

That is correct. Just make sure you are in the main submenu.

How can i receive mail/notification for this whole sub-forum?

Go to 3rd Party Projects Forum and click on Forum Tools > Suscribe to this Forum.
