I have the filters I want but when I save it, it doesn't apply the filters

I click the 'apply' button but that doesn't seem to do anything

Try selecting File | Save | Save Video from the main menu.

after you apply the filter, you need to save it. just like the guy ontop says. save it to a file. make sure you add an extension like "myvideo.avi" or my video.mpeg or according to the codec you are requesting at the bottom. you need to do this or it will just look like myvideo without extension.

I use avidemux for high definition video cutting and changing containers or converting to xvid or other sorts. The software works very well!
