I just wanted to verify this does not pertain to 8.04 users, correct?

Unless you are using the Intrepid Ibex Alpha 6, no.

No, it does not pertain to users of Hardy Heron and earlier versions - only Intrepid Ibex, which is still alpha now and should not be used for other than testing purposes.

Update: Launchpad Janitor: "This bug was fixed in the package linux - 2.6.27-4.6."

So even if I do use the new Alpha, and update, I won't have this problem because of the updated kernel?

So even if I do use the new Alpha, and update, I won't have this problem because of the updated kernel? Most likely not, but no one can guarantee that 100%. Intrepid updated to 2.6.27-4 generic today.
