Sticky notes to PDF files

Hi,

I was wondering if there is any program in Linux that let me add sticky notes and marks to a PDF file(like Adobe Acrobat Standard/Pro) that I get from university while I read it.

some time ago I used a program called Scribus to edit PDF files. But I don't know if it still works
