I ahve a GIF image with no layers. I want to take a section of the background and stretch it to cover the rest of the logo. The net effect will be to "erase" the logo foreground and replace it with the background only.

How can I do that?

Thanks

Just Take the select tool and mark out what part you want on your background, cut or copy and past onto the new layer.
