lenovo high CPU

I've got a lenovo T61 and for some reason its begun running at a high CPU steadily. Both CPUs will just sit at roughly 35% - 40% from the moment I boot. I don't even need to open a single application and they rev up and stay there. reboot didn't help.

Any suggestions to fix?
