Directory organization in Linux?

Ok...I realize that files do not become "fragmented," in Linux...or at least not fragmented enough to have any effect on performance. I am, however, trying to find a method to check/change directory organization. (i.e. moving often-used files to the outside of disk for faster read/write times.)

If there is any tool that can accomplish this for an EXT3 partition, please let me know.
