I use Bit tornado for torrents myself so no comment on deluge

WINE - Wine is Not an Emulator - its used to run some Windows programs in linux by installing sort of a base windows install without actually installing windows. Some programs work well, some with a little work and some not at all.

You can install it using Synaptic

Some recommend deluge, I don't often torrent anything but the speed would depend on how many seeds there are. It shouldn't be much different I don't think.

Wine is a way to allow some windows programs to run within linux.

You can install them from the terminal or in synaptic or add/remove, to install both from the terminal

sudo apt-get install deluge-torrent wine

actually Azureus might be a good option for you as a alternative to utorrent, as is bit tornado.
As for wine, its for running windows applications under linux, but not all windows apps work in it.

A quick list of what clients are hot in Linux
1. Transmission (simple)
2. Deluge (utorrent-like)
3. Azureus a.k.a. Vuze (same as the windows one)
4. Bit Tornado
5. kTorrent (a KDE client)

You should try one of the 1st four. I recommend Deluge or Transmission.
