For whatever reason my fan will NOT turn on, regardless of how hot the computer gets. I'm running 64-bit Hardy. I am not using the Dell version and I would prefer not to have the Dell repos added to my sources list. Is there anyway for me to grab the i8kutils from the dell repos without dl-ing all the other "updates" from Dell?

Hi:

i8kutils is not present in the Dell PPA. The only thing present there is a patch to enable modem support on computers with HSF modems.

Hm... alright then.
Is there any potential solution to get my fan working? I just got a new one from Dell and I would prefer if I didn't burn out my video card a second time.

The fan should be coming on without any prompting at all. If it's not, I think it's likely a hardware problem. I've upgraded through a few BIOS updates and the fan has worked as expected with all versions on my XPS M1330.
