If you mean desktop manager. It looks like GNOME.

I think you might be albe to make that kind of desktop with GIMP (wallpaper), Conky (numbers on the desk), GNOME and your favourite dock software.

That's just gnome with a dock an screenlets.

Take a look at the customizing ubuntu link in my signature, it will help you do all those things and more.

ps: I think that desktop doesn't look nice at all.
