Missing changelogs in Ubuntu uppdates?!

Can anyone tell me why there are no changelogs for some packets when I select them in the update manager gui? I thought that changelogs was something that developers must include? Or maybe there ain't any missing changelogs, but a bug in the system?

Anyway, I feel a little unsafe when the changelogs are missing for some packets, especially when the package is the kernel :p.

update-manager retrieves changelogs from http://changelogs.ubuntu.com/. That doesn't always update immediately after new packages are published, so you won't always be able to see them there immediately. They will always be available immediately on Launchpad, however.
