what does it mean "building in local lpia" ?

i was in #ubuntu-motu , ask some questions, and was told to try to build in local lpia chroot

what does that mean? i could have ask that in the channel but noticing that it's most likely a casual term in the channel, geez i'll definitely hear them chuckle had i ask it, so just hoping to get some answers here. ;)
