Problems with PM'ing

I'm trying to reply to a PM by dalamrui, a new user. When I hit submit, the page tells me the message tells me he can't/isn't allowed to receive PM's. Is that a problem on his end or my end? Is there another way to contact users here besides broadcasting on the forums and sending a PM?

I thought that might be it, so I checked out his profile, and it looks like he just joined today and has no posts yet...

did you report the pm - use the forward button to a mod - check on the front ubunutforums page for who is about.
