Video Editing

I'm working on some training videos. In other OS environments with video editing tools, I am able to highlight/circle some parts of the training. Is there a clean why to do this in any Video Editing tool or do it the long way still shot hightlight the part i want to hightlight and add the rest of the video or segment out every frame i want the highlights to stay
