I have extracted the files to my home directory but when in terminal usr\brlcad\bin\mged does not see the mged command even though it is listed in the bin directory. Any suggestions?

You could try creating a link to the file in /usr/bin
I think that is the director for excutables accessable from the terminal, but i could be wrong.
