There is a certain mouse behavior that seems to be the default for me in Windows, but I haven't been able to find a way to get it to happen in Ubuntu. I'm sure it's possible, I'm just not sure about how to get it to happen. Basically, I have a wheel mouse, with a right and left button, where the wheel can also click as a "third" mouse button. In Windows, when I click on this button, it turns the cursor into a circle with up and down arrows, and where I move the mouse, the page scrolls. This makes scrolling down web page much, much faster, and I find that I do it by instinct, even in Ubuntu, where this behavior doesn't work.

Is there a mouse driver I can download to get this function back?

Open a new tab in firefox, enter about:config in the address bar and change:

general.autoScroll to True

This is the sound of me slapping my forehead for being stupid.

Incidentally, you can do it from the menu interface as well.

Edit --> Preferences --> Advanced Tab --> check the "Autoscrolling" box.

Thanks for the help...I can think of a few dozen places where I'd just get booed off the forum for a question this dumb. :)
