For some reason, when I uninstalled a program, IT DELETED MY ENTIRE PROGRAM FILES FOLDER!!! In any case, I'm trying to undelete it, but I'm currently running on a Ubuntu 8.04 CD and installing it at this point risks overwritting the data I've lost. I do have an External HD, but it's hooked up to a Network and if I transfer it directly, I'll have a bit of a problem with the network.
In short, I lost my Program Files. Can someone tell me what to do to undelete it? Also, is it possible to clear a Windows Registry through a Ubuntu 8.04 CD? That's the reason why I have the disk in the first place...

are you talking windows?
or do you mean that the menu entry in the panel has dissapeared?
Your post is a bit unclear and perhaps ill-placed here. This is clearly a request for support.

Well, I originally had Windows until I got the Blue Screen of Death. When I put in the Ubuntu CD, I'd save programs in my normal HD in Program Files. Unfortunately, after uninstalling one, I lost my entire Program Files folder. What I'm asking is if I can recover my deleted Program Files through Ubuntu 8.04, since that's the OS I'm using in place of Windows. Since I'm running my OS on a CD, I tend to get a lot of errors than normal. The kicker is that I can't install Ubuntu or I'll risk overwritting my data.
Oh, and I do have wine installed, but not all exe files work through wine.

Check out TRK (http://trinityhome.org/Home/index.php?wpid=1&front_id=12).
This seems like what you are looking for... it's a live CD distro, just like Ubuntu, so you won't be installing anything that will risk potential recovery of your Program Files.
From the TRK website:
-recovery and undeletion of files with utilities and procedures
Edit: You would most likely have to run TRK from a USB stick, unless you can burn another CD with a secondary CD drive while running Ubuntu. I imagine there are tools for Ubuntu for undeleting NTFS files, though I don't know if they would be included on the Ubuntu disc you are currently using.
