Who packages the packages?

Is there a list of packages somewhere like debian has? Is there a list of who is maintainer for each package?

I want to know why apt-get mysql installed postfix.

I've found the list of packages at http://packages.ubuntu.com/ but postfix isn't listed in either of the mysql-server packages. So I'm still wondering why it got installed?
