I want to replace the text in the top bar/panel which says applications locations and system by icons, how can I change this I'm using Ubuntu hardy heron, ..

You can create a new submenu here
System > Preferences > Main Menu
To actually edit tyhe title I think you would need to rrecompile gnome-panel

If what you are saying is you want to replace the text with icons you can't. The only associated icon to that menu item is the Ubuntu symbol next to it.
You could however get the source for that panel applet and modify it but that could be a lot of work.
