In my area "768K" DSL can be had for $10 a month (online only) if you have not had DSL before (otherwise $20.)
If you still want or need dial-up, stop what you are doing and get an EXTERNAL SERIAL 56K V90 or V92 box and serial modem cable. USRobotics (3COM) had one known for better handling of line noise (that everyone has.) People are giving this modem away. This modem gets better, real throughput; even if another modem says it's connected at a higher connect speed. KPPP is easy to setup.
You should unplug all your other phones and devices to see if they affect speed. You may also want to have the phone company reconnect your (outside) line; to reduce noise. Pick up a good phone and press a button. Listen to the "silence" with the phone pressed into your ear (for 2 seconds until signals come back) and if you here ANYTHING, then that will lower your speed.

I understand but I think it's the USB that causes problems with dial-up and I wanted to suggest (to all) a regular serial external for easy dial-up.
Yet, I'm in the US with our POTS phone system so I understand if yours differs.
All I can say is to search that chipset some more and that you may need a USB driver and a modem driver. You see when you have a USB modem, it may well be a software modem and those can be time consuming, troublesome and tax your CPU.
