I was wondering if anyone could recommend a good boot CD with partitioning wipe and other hard disk tools?

Try the mostly open source Ultimate Boot CD (http://www.ultimatebootcd.com/download.html)

It contains lots of tools including a hard disk wiper, but there is a couple of closed source tools included too if you care about that.

The Ubuntu desktop cd has a lot of tools.

If you want something lean, you can use http://ubuntu-rescue-remix.org
