Hi there-
All these troubles can be basically fixed. Here's a couple places to start:

Read and follow the instructions carefully and the wireless will work. Read everything first before you go poking around. Really. I mean it. I'm guessing you have a Broadcom wireless chip like many of us. The Intel ones work out of the box apparently.
The touchpad is a little wonky, but it can be made to behave. Until you get things ironed out, I recommend using any old USB mouse. You will need a working Internet connection to get both to work, so hopefully you can hook up by means of a wire.
You may need to look around in the Archives section for Dell support for the touchpad-- I was in there this morning myself. That's where I found most of the information.

Good Luck--

A lot of people have problems with the trackpad. Of all the cases I've read (all with windows) they have had to be returned. But usually it's a problem with erratic movements not of the cursor moving slowly etc. You should try the dell support forums.
