hello i'm a linux newbie and i was just wondering if you can change the mouse cursors in ubuntu linux so that they can match the theme i'm using.

you can easely manage that by yourself
There is plenty cursor thems around (gnome or kde art)
you just have to put them in an ~/.icons folder and then reboot Xserver then it works as simply as that

I have some cursors that I want to use but I'm a bit confused as to where I would put them... Is there already a cursors folder?

There is a neat trick in windows where you can set the cursor to change to what ever colour is the opposite of what is under it..
so if I move the mouse over a whit patch the mouse goes black etc.. is there a way to do that in Gnome?

Theres a little program in the universe repository called gcursor. So you dont have to go around messing with hidden folders. Also shows a preview of the cursor. You can only add .tar cursor themes with it I think. Whatever file-roller's defualt compression method is.
