Hello. So I keep my computer pretty locked down. I am going to be in college next year, and I don't want people to get onto my computer if I can stop it. I have my account password protected, but I realized if anyone just rebooted my machine and went into recovery mode, they would automatically get root access without any password at all. Is there a way I can stop this? I really hope that there is.

You can use a grub password (search this forums for "grub password") but that can also be passed with a live cd. So you should put a bios password to stop that.
But if they can open the case then they can simply take out your disks and use it in another computer to read your files. To stop that you need to encrypt your disks.

In my case Hardy asks for password when I loading in recovery mode....

so I have everything installed and all, how does one do hard drive encryption in place? As in I don't want to re-install, how do I encrypt?

if you have enough space you can shovel things around... if you don't then you'll have to re-install...
