well as you can probably tell i am on feisty fawn version and i am hoping to go to gutsy except i cant use the update manager because i am on a slow dial up connection that downloads at around 1kb - 2kbps that tends to occasionally spike down to 0 which stops the download and causes it to say that it failed is there any way to get to upgrade without the update manager that would allow me to be able to reconnect to it if my connection fails especially since it would take awhile since of the size of the file and the slowness of my computer so it would need to be able to not only deal with it failing but i believe my connection ends around 6 hours or 7 hours and restarts itself for some reason is there any help for me?

Yes. The Alternate install CD. Download the iso for the Alternate Install CD (http://releases.ubuntu.com/7.10/) for Gutsy and pop it into the CDROM. You will be prompted with an upgrade dialog.
