Is there an opensource gta clone?

Yes, there is an Open GTA... but it's a clone of the older games (1 and 2), not 3, VC, SA, and 4. I don't know how far along it is, but here is a link to the site. http://ogta.fifengine.de/ If there are other Open GTA projects, I do not know.

If you like it call it 'open source'.

It puts a restriction to use it commercially though, and some other restrictions I didn't take the time to read. It's not free software, so I didn't install it, or bother with it anymore.
