Vostro 1000 won't suspend while battery powered

I recently installed on my Dell Vostro 1000 Ubuntu 8.04 and configured things, however, I noticed that even thought it's supposed to the laptop will not suspend or hibernate when powered by the battery. When powered by AC it will suspend (although it doesn't always recover properly, but I'll save that for another thread). Any idea, what might be causing this issue?
