I'm in a similar boat as yourself. I'm in the US, so I can buy from most manufacturers and from most any US-based website, but finding a model that is both cheap and mostly/fully Ubuntu compatible is a challenge.
Zareason is good, somewhat local to me, but expensive... but Dell is probably the way to go for the both of us for the price.
If you don't want a desktop replacement, but still have a decent enough computer, from what I see, you can buy the Dell Inspiron 1420N with an Nvidia 8400M GS graphics card and an Intel Core 2 Duo T7500 for $974 USD. It's a 14.1 inch form factor and pretty portable I imagine.
I would personally opt for a lower processor myself since I don't see myself needing it (my main PC right now has a Pentium 4 CPU. Any huge speed increase and my new laptop might kill me with speed 8)).
Oh and I don't know of how much help it will be for you, especially since it hasn't helped me all that much, but there is a fairly large list of laptops at https://wiki.ubuntu.com/LaptopTestingTeam though there is no "quick check list" to see what does work and what doesn't work. Wow, what a little organization could do..

I agree with the nudges towards Dell. It is my next planned computer purchase since my Dell Latitude CPx is showing its 10-or-so years and more. They actually sell Ubuntu pre-installed which is rare for any major vendor. With all other things being equal if you want Ubuntu on a laptop reward the vendor that actually will install it. You'll get some vendor support and they get sales figures to tout to the execs showing this was a good, profitable, move.

Hey, I noticed you said only the UAE, but if I can ask you to reconsider, try getting one from here in Tamil Nadu, the ELCOT has a solid discount for students. http://www.elcot.in/staging/NewStudentLaptop/price.php
Alternatively, what I did was buy a Dell XPS M1330, it's pretty damn light though if you want even lighter you should get one of those 12" Vostros. The Inspiron 1420 is also pretty cheap. I'm just recommending them because I had a good experience with Dell.
