It would be a good idea if the "moved" threads in the Customization Tips and Tricks forums are "hard deleted" periodically (say for example once a week). They really are cluttering up that forum and reducing readability to a great extent.

Creating a link or simply moving the thread is an option that mods have. I've always moved without the link for this reason...I don't think it's valuable enough to take up the space.
One of the Admins will have to comment as to whether the links can be cleaned up without deleting the linked message.

The links should stay, as otherwise the user who posted the post won't know what he did wrong and where it post was moved and will post again the next time leading to far more clutter (although maybe removing them a week after they have been posted might be acceptable).

Not really. Moved posts still show up in your Subscribed Threads view. The user also receives an automated PM from the mod that moves the thread--it doesn't state why the thread was moved but gives them an opportunity to reply to the PM and ask.
