When will Firefox 3.0 (Production) be made available through the Ubuntu Synaptic package manager?
Am I correct that if you use Synaptic to install applications, such as Firefox, you receive update prompts in the future?

Some people believe that was is in the Hardy proposed repo is the final release but I am not sure.

Yes, once you install something with any of the update managers if you have the option to check for updates set (default is once a day) you will get notified when updates are available. You can also check with update manager any time you like.
