title bars exist but can't be seen

Hey - I couldn't find any post dealing with this specific topic, so...

The titlebar/frame on all windows exist and function- but I can't see them. I can't remember why/when they disappeared (probably when messing around with the advanced desktop effect settings).
I hope some of you know a solution.
