avidemux.
I wrote how to apply a filter using avidemux for someone else but it might interest you. So I copied it here:
To appy a filter to a video you do following:
1. start avidemux and load your video. choose avi from the button at the (almost) bottom left.
2. choose the line containing Xvid4 on the top video button at the left. (I encode Xvid4. You may choose something else.)
3. Press the filters button which is the third button on the left. Double click the filter you want. If it asks for some settings choose the ones you want and press ok.
4. Now close filters windows. Press the Save button and enter a new name xyz.avi.
That's it.

I don't really like any of the video editors for linux. They're terrible.
I prefer to run Windows XP within Virtualbox so that I can use whatever programs I want, including Movie Maker, while still being able to use Ubuntu at the same time.
