Disabling Window Effect

I can't figure out how to disable the effect when you double click on the title bar of a window it scrolls up into the title bar. If anybody knows how to do it or knows what i'm talking about please let me know.

if you using emerald themer , open it then go to emerald settings then titlebar double cklick action and change the action from SHADE to MAXIMIZE/RESTORE

You can go to System > Preferences > Windows and change the Titlebar Action
