I am trying to help a friend of mine get his desktop running running fedora 9. His specs are as follows:P4 @ 2.8 GHz, 1GB RAM, a 250GB HD with 2nd 80GB HD, and an ATI Radeon 9200SE. He says that firefox lags online, and that when he opens a windows share, his music pauses for a second. Also, he says that sound and video lag on vlc. Anyone have any ideas?

It sounds like video driver issues. I would research other Fedora users with this video card.

Nice one. Throw a distro with a pre-release Xorg, pulseaudio and firefox 3 *beta* on a newbie and you'll scare him away for sure! :)
If he's newbie, i wouldn't recommend fedora unless he's really eager to work around small things like that. Is he a newbie?

Agreed... if he is new to linux you may want to start him off with an easier distro like Ubuntu or Linux Mint. If you want Fedora, start with Fedora 8 since ATI and Nvidia cards work fine.

I used to be a Fedora fan but I just got tired of the bugs. From what I have been reading Fedora 9 is extremly buggy.
I agree with trying something easier for a newbie like Linux Mint 4 or Mandriva 2008.1 spring, or even PCLinuxOS.
