Is apt-url installed in hardy by default?

I have it installed but can't remember if it was installed by default, or if I had to install it manually.

Also, there used to be an issue with firefox not being able to use apt-url (if I'm not mistaken), is this still the case?

If upgrading to Hardy from Gutsy, the package apturl is installed by default (checked in a fresh Gutsy->Hardy upgrade VM). On a fresh Hardy install it also appears to install (have apparently broken my fresh Hardy VM but, looking at /var/log/dpkg.log on my actual machine says that it was installed during the installation process).
