What's the difference between Ubuntu with xfce installed on top, or Xubuntu?

Don't use it personally, but my guess is: not much. Perhaps some customization.

There isn't much difference. Xubuntu on its own won't have the extra GNOME libs and apps that are found in Ubuntu.

well there is no significant difference it the performance but having ubuntu plus gnome and ontop of that xfce means alot more space.
