I just loaded the 32 bit version of U 8.04 on a laptop with an AMD Turion 64x2 processor.

Should I have loaded the 64 bit version?

I know in the M$ world, the 64 bit version of Vista has issues with some 32 bit programs. Does Ubuntu Linux have similar issues?

Yes. In the computer industry, generally, software has not kept up with hardware advances. This particularly rings true for 32 to 64 bit computing. Its still in its infancy. My advice is to stick with 32 bit, however, if you wish to help out developers, utilize 64 bit and file some bugs. Really depends on what your goal is.
