Where should I post this for developers to consider it?

Anyway, my understanding is that a new theme will be provided for Ibex.

I assume the standard Ubuntu colors will happen again for the new theme, but I also think the developers should include at least three different color variations of the theme and its matching icon set. Maybe something like Standard, Green, and Blue. I think that would make the most people happy.

I also think they should remove those old Gnome themes that no one uses, like High Contrast and Crux.

Sounds a good idea to me :) I like the orangey theme but I know many people like blue (I find blue to M$-like  ) and green would be nice - I quite like green, particularly lime green :)

Cool! How do I go about proposing this to get attention from developers?

1) Design / artwork people work on themes, not developers

2) The current Human theme has adjustable colors (System / Preferenes / Appearance / Theme / Customize / Colors) and the next default theme would certainly be too

3) Separate theme teams are working on different themes, some of which are probably going to be theme variations. The idea is (actually, has been) that anyone who can come up with a complete theme of reasonable quality can get it into at least Universe. You may want to check the ubuntu-artwork mailing list to see the progress and participate.

You should read my post more carefully, as adjusting colors isn't what I was referring to. There should be presets so it's easy for newcomers and more convenient.

Adjusting colors is part of what you were referring to, and what it doesn't cover can be covered by color variations; which is why I said:

3) Separate theme teams are working on different themes, some of which are probably going to be theme variations.

by which I meant color variations.
