Does Bluefish have a graphical design option similar to FrontPage? For example, adding tables, form buttons, etc.? My understanding of WYSIWIG is a graphical representation of my code and maybe I'm not seeing the menu item but I want to be able to design a form graphically.

not afaik.
You might want to try Kompozer (http://www.kompozer.net/), which does have a wysiwig mode

Maybe you can try Quanta Plus, too...
