Randomly and horribly slow

OK so I recently installed Hardy on my 2nd computer and it works great. I have everything set up just as I want it. I installed Wine with Compiz effects on. I tried certain programs like Trillian and it worked perfectly fine. I don't know what I did but I tried installing some programs and the installers were going horrifically slow. Unusable slow. I tried Trillian again later and then that went slow. I read that compiz was sometimes a cause of this but disabling it made no performance increase. I even set wine to not use Linux's GUI and that barely helped. I reinstalled it as well with no luck. I even tried simplifying it by turning off emulations and Wine's sound.

Why is it going so slow? It worked perfectly fine earlier, theres no reason for this. Also, I can't seem to install DX9. I know its possible but I keep getting errors for it. Do I even need to install it?
