How much of a performance difference is there between ubuntu 64 and ubuntu 32? I may just install the 32-bit version for get-apt compatibility.

I can't feel any!
Perhaps if you have 4GB+ of RAM, you'd feel a difference, but otherwise, no!

Just bought an AMD 64 3000, a new MSI K8 and upgraded to a gig of RAM, you think that will all improve performance over a P4 2.53ghz?

Of course. I have an Athlon64 3000+, and it performs much better than my neighbor's P4 3.2GHz (non-extreme). Especially when compiling, the Athlon64 stands out superbly.
From my experience, it doesn't make a difference between 64-bit mode or 32-bit mode, this chip is just simply fast!

sheesh man, easy on the chip there! =P~
It's pretty simple to straighten them out (unless you REALLY killed the chip)

I'm taking it back to the shop for them to straighten them ;-) O:) My hand-eye co-ordination is slightly "off key" :) :)
