I've had problems with some of the hp / compaq (and even dell) cd drives not being able to read burnt discs very well (most especially on hps).
One time I actually had a bad copy of the cd image / iso. Do you know how to check the md5sum of the cd?

Try to download it again or burn it on a DVD, suppose having a larger space on the media could help protect the data. It sometimes takes me more than once to burn the CD right. Infact for Suse 10.3 I had to burn about 3 or 4 times and I also downloaded two iso images too.

no i do not.
Right, you need to get a program than can calculate md5sums like this one (http://etree.org/md5com.html), use it find the md5sum of the file you have downloaded and compare that to the one on the ubuntu website here (http://releases.ubuntu.com/8.04/MD5SUMS) assuming you're on Hardy.

What kind of burner do you have?
Here is an Iso Recorder (http://isorecorder.alexfeinman.com/isorecorder.htm) you can use.

Sounds like you probably got a bad download, try switching to a different mirror and download another copy.

When using Nero, did you burn the CD as an image?

check the MD5SUM.
If the MD5SUM matches the ISO, then you'll know that the iso you downloaded is good.
If not, get the official torrent or iso from one of the official ubuntu mirrors.
If so burn another cd or dvd at a slow speed (as mentioned before) and make sure that you have the 'verify disk' option turned on in nero or whatever you use.
Then at least you know that your cd is good or that it is bad, but you will know with certainty and then be able to move forward.
From what you've described though, it sounds like the data is corrupt either on the cd or on the iso.
