Is there a program I can get that will play a sound/sounds through my speaker at a certain time?

Many of the media players available have plugins for alarm clock functionality. Also you could install gpe-clock then add the alarm clock applet to your gnome-panel.

Must be a bug in the package. Im not on an ubuntu system at the moment so I can't offer any more suggestions other than to search add/remove or synaptic.
