I just installed Hardy Heron, and I had the same problem as you, I think.
I started over by opening Synaptic and uninstalling wine and cabextract.
I then went to the Home directory and deleted all .wine and all ies4linux folders and files, including, if I recall correctly, .ies4linux. Take note of the dots in the file and folder names, by the way. Also, you may need to click on "View" and then "Show Hidden Files" in the Home directory to view files and folders with a dot in front of their names.
I then closed Synaptic, re-opened it, and re-installed wine and cabextract.
After doing this, I just went back here: http://www.tatanka.com.br/ies4linux/page/Installation and followed the "General instructions."
Everything seemed to install just fine, but IE kept locking up. Today, though, I rebooted, and it's working fine.
I can't explain it, but it works now.
I hope you can find a solution that works for you. :)
