I've been going through and through so many different threads and wondered if Ubuntu has any type of widget or program that does the same thing as Mac OSx Leopard's webclips?

gdesklets are one, there are many others. Search for desklets in the synaptic package manager

EDIT: oops, I didn't realize you were looking for a specific desklet

Unsure, but there are some screenlets underway.

it's nothing super big but a very nifty function. Firefox has something similar, clipmarks add-on, but not a widget or program like leopard's webclips that takes frames or sections of webpages to make an actual program that's on their dashboard.

Yeh, such things are not yet %100 when concerning desktop widgets.
But the desktop effects in general are on par with OSX for the most part.

Prism has started rolling Web apps, I think its still in development. I heard that Screenlets have started to support Web apps, here is the (link) (http://tombuntu.com/index.php/2008/04/08/google-gadgets-and-web-widgets-on-your-desktop-with-screenlets/)
