Hi there and welcome!

Initial disk usage is less that 4Gb, more like 3Gb. However you would normally want to have about 10Gb setup and available for extra software and personal data.

I'm certain it's somewhat system dependent. However, Gusty used approximately 2.5 gig to install on my P4 system.
The recommendations are at the bottom of this page. http://www.ubuntu.com/products/whatisubuntu/desktopedition

Yes, I would say that: Ubuntu is optimized for 10GB partions and above-10GB is enough for a fully featured office suite, web browser, email client and more- I have loads of stuff on my Ubuntu partition and it's only about 15GB. Windows Vista, in perspective needs a minimum of 15GB just for installing. And that's a minimum, so Vista in perspective, needs about 30GB (don't trust minimum specs- double them) to run optimally.
