voice controled PC?

Is it possible to setup Ubuntu to be voice controlled?

Even simple things like :
Open browser (and basic browser functionality like open bookmark next tab back tab etc.)
Speech to text, open a pidgin session and start talking and having the conversation turned to text etc

??

My partner would like to be able to chat to me while she looks after our new 7 week old son... but it's hard to do that when you've got a baby in your arms being burped and fed etc...

We need voice control. That would be a great way to reduce the size of Bug #1.
