I need a linux that can fit on a floppy as my friend's windows install is shot, and his optical drive is broken.
Is there one that I will be able to use to backup his files to an external drive with?

You might also want to look for a distro with a live-usb.

I would almost certainly do that, but he doesn't seem to think he can boot off one...
Which one would you recommend? If I'm able to do that I probably won't have to go over to his house as he'll have a GUI most likely.

Tell him to detach his hard drive and bring it to you :) Then you can re-install his Windows

Windows install wouldn't work, but even if it did, he has an OEM pc with no Windows disk.
