I'm trying to insert an image into a header in inkscape only that I've not found how to insert the image...if someone could point me how to do this...

a webpage header is isually where the logo is, and most of the time is at the very top of the page, by the way I've used the file->import, but I'm unable to place the image inside the the header I've already have created in inkscape

Could you post a picture of what your trying to do?
If the image is too big you could just scale the svg part.
Or are you having trouble with layers?

all I have is a blank web_banner, I do file->new->web_banner, but when I try to insert a picture into it the picture gets located somewhere in the document, I'm new to inkscape and I know it works with layers, but I've tried to merge the two, and I can't either, maybe there's a different way to do this...meanwhile I'm googling to see what I find

You can't merge the bitmap image with any layer, as Inkscape is a vector graphics program, not bitmap editor. It's not possible to merge vectors with bitmaps.
Just move the picture where you want it using the arrow tool (or arrow keys on your keyboard).

Depending on the size of the bitmapcompared to the layer you're trying to get it onto you might be able to convert the bitmap to a patern and set that pattern as the background of your banner layer, but I don't think that will change the size of your bitmap, ie will not stretch or shrink it to fit.

Hi,
On the toolbar, click the "Import" icon, which should be one to the left of the "Export" icon. Alternatively, use the "File" menu.
