OK.

After finishing a rather long post about not using frames, writing valid xhtml, using a doctype declaration and other nitpickedness, I've realised your markup is absolutely valid, but the containing frame (presumably outside your control) is not.

So, to make the page better? Move it to another service :D

One thing I would say, however, is about the overall visual style. The front page has a two part layout, but when navigating to another layout the links menu disappears and the body "jumps" to the right (centre). Either have the Quick Links box on all pages, or have an invisible section of the same size, so that the main body of the page seems to be in the same place all the time. The user shouldn't really be aware of moving to a different "page", they should just really see the information change.

I hope that makes sense.

not bad, It would look MUCH better without the add slapped across the center of the page. If its a requirement of your webhosthost then move it to the verry top/bottom of the page, or even better, change host. you should also luse the frameset that the page is contained in.
